Cruise control won't set/engage

Late last year I started having an issue with the cruise control on my 2008 Sportcombi in that it would turn on (light appears on the gauge console) but pushing the set button on the stalk does not engage the cruise control at all. I also started having an intermittent airbag light issue that my mechanic determined was due to a faulty airbag clock spring in the steering wheel. So, that was replaced and it seemed to solve both problems...for a while. My mechanic said it was likely the cruise control issue was related to the faulty clock spring as most of the controls on the steering wheel and stalks route signals through the clock spring and harness.

Then this summer I started having similar issues again....with a faulty clock spring. Apparently they are only now made by ProParts Sweden and have high failure rates (surprise). So, I had the clock spring replaced again and that solved the intermittent airbag light but now the cruise control still won't engage. I checked the two switches activated by the brake pedal and the one that seems most connected to cruise control was worn out (the internal spring on the switch was shot) so I replaced that but still cruise control will not engage. At this point I am wondering, could it be the button on the stalk or something in the wiring to the plug from the stalk? I removed the dash last spring to replace the cup holder and that required removing both the wiper stalk and the turn signal stalk so those connectors were unplugged and plugged in again. The cruise control on/off switch works as the light comes on....so I am not sure how exactly to debug the cruise control. Would the Tech 2 provide any information on that?
