There is a script to follow with a Tech II in WIS which appears to help identify the components that are working to enable Cruise Control. You’ll see that the cruise system has many inputs. See link below.

That said, if you don't have a Tech 2 available it’s probably simplest to make sure that BOTH brake pedal switches are working properly as a start - cruise control them to work to operate.
