steering column lower clamp has play

straight steering there is 3 mm dead play looseness in the steering wheels. pulling carpet flap bu lower column exposes where below universal joint 4 inches is the aluminum forging pinch bolt. that is where the free play in steering occurs. hold aluminum at rack end and it moves 100% with steering column movement. when I grasp the steering rack pinion, that does NOT move until 3 mm movement at steering wheel occurs. This aluminum cinch bolt was torqued... looking closer the clearance slit that the bolt closes to grip rack pinion... has it 2 sides touching. the aluminum of the clamp closing getting smaller
cannot grip pinion shaft. Bad design. I will pull the bolt, turn to 3 0clock, where bottoming clearance slit is and run a hack saw blade to open a 2mm wider slit. then bolt torque will clamp the pinion. 9000's used to just need tightening of the shaft pinch bolt. this 9.5 was metal to metal before grip was made in pinion.
