I’m agreeing with Paul here. The locking mechanism is meant to be triggered easily as part of the safety system. Therefore if the angle of the assembly isn’t correct the lock won’t release.
I rook a closer look at my B-pillar and the WIS. See the link below. If you look closely you’ll see the orientation is with the belt winder to the top (cylinder to bottom) and the assembly mounts at a slight angle following the slight angle of the b-pillar. The bottom of the assembly is slightly forward of the top of the assembly.
That’s the position that you are trying to replicate, and it seems pretty finicky.
