Hmmm, I'm surprised the rears need to be replaced at all. I sold my 9k after 13 years w/ the original rear pads in place. Changed the fronts twice.
Saab reportedly changed the 9-5 pad compound for MY 2000, so direct Saab replacements may last longer. Also, if you have even moderate mechanical skills pad replacement is generally an easy DIY job for the cost of pads only.
Do remember two things about brake pads: softer usually means quieter and more effective (more dust too). Softer also means longer rotor life. If you ever have to replace the rotors you'll *really* be crying in your Molsons.
As to the H7s, you've either got a vibration problem or a high-voltage problem. No way they should burn out that quickly.
