Many auto manufacturers are getting "modules" from parts suppliers to reduce cost- why pay a UAW guy $26 bucks an hour when you can get your supplier to source the parts from China and pay them $26 bucks a month to make the parts.
The more parts they can pack into a module, the better. I recently had a window cable break on a Jetta and I had to buy the entire inside door module to replace one lousy cable and clip! The parts I needed were worth a few cents, I had to buy a $250 part (ironically, at the time I was working at Magna R&D on a new modular project)
An extreme example might be replacing your entire air box assembly when it comes time to change your air cleaner!
