1) Not necessarily. Perhaps wait and ask "T Randell" what he thinks after installing just the rear sway bar? It just seems to me that if you're going to do something, you might as well DO it, you know? Just my opinion, though.
2) The rear is quite easy...you could do this in an hour or less in your garage. However, the front will need to be done at the dealer. B/c they have to lower the front sub-frame, it not only takes some time, but also the right tools. To be honest w/ you, I can't tell you how much this would cost you. Reason being, I worked at a Saab dealership this summer and I was friends w/ a few of the technicians. We did the work to my car after hours. Also, the front sway bar was installed at the same time as my Eibach springs and shocks. So in terms of a time, I can't really give you a good estimate. Best bet is to call your dealer and ask them.
3) I don't think there is a downside at all. The question is, how far do you want to go? As stated above, I put the Eibach springs and shocks (Pro Kit) on my car. I'm VERY pleased w/ this set-up along w/ the '02 Aero sway bars. The car rides almost exactly like a new ('02 or '03) Aero. It might be just a little firmer, and just a little lower. It is now very planted and tossable. I've been quite pleased. Let me know if you have any futher questions.
