For sure, a wiped glass would be cleaner. But remember, the headlight wipers only wipe during a wash cycle, while the windshield is wiped all the time it rains. Most of the time, it's been a while since you wiped the lights - so they're usually dirty anyways.
The plastic lenses are at once more impact resistant and, since they're curved, offer up smoother airflow, so they don't seem to get as packed with dirt as a flatter glass headlamp. Even with the halogens, they've gone over from a smooth reflector/multifaceded lens to a complicated facited reflector to control the light beam - so now the "lens" does nothing but keep the dirt off.
Anyways, the amount of light the Xenons put down the road is impressive, and gets noticeably brighter after the lights are washed.
