I had that trim panel off my 01 Aero Wagon two days ago. It is a seperate piece from the lower carpeted section which has the shelf bracket. The upper panel simply snaps in place - there are about 5 projecting metal clips which slip down into, and snap into, matching slots in the structure. All you need to do is make a fist and smack the top of the trim. Seriously - no tools are needed. It should pop easily into place. If it won't, then there is a problem and your dealer needs to see what is wrong.
None of the trim panels in the cargo area need tools to remove or install the clips, though there are some screws here and there hidden by little plastic covers, or an over-lapping panel.
