All indications point to this spec as being purely economics-driven for GM. What this means is, these GM-LL oils are great for Saab's & Opel's n/a engines, but less than ideal for extended drains in Saab's turbos. Yes, the high TBN allows these oils to survive acid buildup over extended drains, but that doesn't address the lubricating properties of the oils in the abusive environment of Saab's turbos. And a lower HT/HS rating is great for decreased internal fluid drag, but lousy for long-term, high-speed bearing protection.
So how does that translate into financial gain for GM? Because they get monetary credits for reducing consumption & waste in their vehicles. (CAFE is only part of this.) By increasing the oil capacity by 50% on engines requiring these oils, they were able to extend drains by 100%, thereby reducing the total fluid used over the interval. (If your engine doesn't have the increased capacity, then you can't go 2yrs/18k miles between changes, even if you do use oil meeting this spec.) And by reducing the HT/HS, fuel economy goes up. Even a slight, 1/2% gain here means big returns for the total number of vehicles produced over the year.
If you're changing your oil every 5k miles, then you shouldn't even care about this spec. If you're going to 10k miles with a turbo, then you should be looking for a Group IV (PAO) oil with a HT/HS greater than 3.5 & a cSt greater than 12.
