Could be the thermostat. Remember that your gauge is programmed thru the tech II to have a large dead band of temperature where the gauge stays 'centered'. As a result, even though it would be normal to see some variance in temperature on cold days or sitting in traffic, or perhaps a long steep hill, you typically don't get any of this on the gauge UNTIL you get out of that dead band, then the gauge will move quickly down or up if the car is cold or overheating. Before I knew this, I was amazed at how quickly the car was reading normal on really cold days, and how steady the temp needle was. I almost thought it was broken.
If you do a search, I think I posted where the numbers for the range were on my 9-5. I had the band removed with the tech II and like having a better sense of where the car actually is when I'm in various driving situations.
I wonder if you have something else going on, like a loose connector or something intermittant in the electrics. My car doesn't "chug" when cold.
