I've had a similar problem on my '02 Aero wagon. It looks like the seat cushion is moving forward and if you take a look at the bottom of the one that will move you'll see there's some steel hooks which usually are in a clearance condition. I assume those are designed to stop the seat from moving forward in the event of an accident.
Anyhow, when the seat cushion moves forward, out of adjustment, these hooks get engaged and you can't pivot the seat forward. I'll bet if you really give it a good pull it will flip up and you'll see what I'm talking about. Sometimes I really have to reef on mine.
I've gotten mine fixed under warranty twice now and it currently sits in the "broken" state. The dealer "adjusts" it and it looks good until I fold the seat down and put a load on the seat back and then its right where I started from. Let me know if your dealer can fix this properly and permanently! I don't really need to worry about the seat moving forward in an accident because one of my rear seat belts is broken and the dealer can't seem to fix that either. But I digress...
