First off the 9-3 Aero will likely cost as much as the 9-5 Arc. Since you wanted a smoother ride (16 inch wheels vs 17 inch) and prefered the 9-5 Arc to the 9-5 aero I would suggest test driving the 9-3 arc rather than the aero. It will certainly be in the price range you are seeking and all your giving up is a tighter suspension and 17 inch rims.
Overall the core difference between the 9-5 and the 9-3 is interior space. The 9-5 is a bit more elegant, but the 9-3 is well appointed. The interior space might be an issue with your little one -- especially if it is a rear facing seat. That might be tight whereas that wouldn't be an issue in the 9-5. Unless you find a considerable price difference (which there may be $50 between the two payments) I would err on the side of more space in the 9-5.
In terms of performance the 9-3 is lighter so it feels plenty quick -- easily as fast as the 9-5 Arc, but not as quick as the aero.
My Dad recently priced a loaded Arc with automatic tranny in Connecticut and came out at ~$460 with $700 down (basic fees) on 36 month 12K yr lease. This was at the Greenwich dealer. He ended up waiting a few months until the summer.
