Here's my experience, in case it helps:
1. Tried to negotiate with Saab Leasing. I've spoken with about 5 different people over a period of 3 months, and every one of them has said that they have residual insurance and cannot offer anything on an end-of-lease purchase. OTOH, they did say they could offer discounts if I lease/buy a new Saab ($500 loyalty and forgive remaining payments -- if you have your dealer get a lease buyout statement from Saab and fax it to you, you'll see that the bottom of the back page lists these promos).
2. Spoke with local dealer and asked whether they could buy the car from Saab at a discount and sell it to me for less than my residual. They claim to have tried negotiating with Saab, and claim to have failed -- no movement. I have an '01 V6 wagon. They claim these are in higher demand, and that if I was turning-in an '01 9-3 that Saab Leasing would deal because they're flooded with the old style 9-3 coming off leases.
3. Called another dealer an additional 40 miles away. Asked the same question and indicated that if they could not do anything for me, I'd just buy at the local dealer. They're going to sell me the car for $500 off my residual. My guess is that Saab pays them to process the transaction, and that they're sharing part of that payment with me in the form of a discount.
It's interesting to hear of the isolated reports of discounts offered within the last 48 hours. If my wife and I weren't expecting a baby 4 days before the end of my lease, I'd play the game and see what happens! However, I wonder which models earned that discount -- maybe it was a 9-3.
So, in the end, I'll get my car (which is in great shape; I've cared for it well because I've planned on buying it from day 1) for $19,100, which, according to the Blue Book and some classified ads is pretty good. Let's put it this way: Had I purchased my car outright three years ago, I wouldn't have had the opportunity to get the additional $500 savings.
