I'm averaging about 20 MPG in my 99 2.3lpt wagon these days. That's in southern california ($2.50 a gallon last fillup /91 octane "premium").
Lots of folks will report better mileage than that. Our Saab's driving is mainly trafficky california freeways -- probably just a bit better than true city driving.
Big difference for me has been tires. When I switched from Potenza S-03s to "touring" tires, my mileage jumped from low 18s to 20. My wife doesn't need S-03s to lug the 3 week old baby around (I kept Potenza's on my 3 series).
Now for the theory.... We have MTBE oxygenated gas here year round. I think this crap (besides costing more, being awful for ground water, etc.) kills your mileage. I've seen other local drivers report lowish mileage too... It probably doesn't help that we can only get 91 octane (another theory on the board is that higher octane gas not only gives you more power, but also increases mileage).
