Anti-seize can certainly be use on threads. However, anti-seize (and oil, greae, etc.) will change the friction of the fastener as it is torqued. Therefore it is easier to overtorque a lubricated thread than an unlubricated thread. Many torque settings are based on "dry" or unlubricated threads. The rule thumb is decrease the torque setting by 25% for a lubricated thread/bolt. So for wheel lugs bolts, the torque should be reduced from the factory specified 77-95 lb-ft to 58-71 lb-ft if the threads are lubricated.
