I have a 2000 base 9-5, and I've upgraded it with the Saab sport exhaust, the 30 hp Saab ECU upgrade, and an ITG air filter from Abbott. The car is now much quicker than it was originally, a fact which just exposes its handling weaknesses (in stock form) all the more--it just floats and rolls too much in the twisties.
I'm probably at about 210 hp right now, and during hard acceleration I already wish I had different tires, wheels, and suspension, all of which you'd get automatically in an Aero. The Aero also has beefier engine internals than your '99 9-5, and so would handle extra power more reliably.
When you add up all the money you could spend improving your '99, and put that on top of your lease buyout, I wonder if you could get a used Aero for a similar price?
It probably also depends on whether or not you plan on selling your 9-5 anytime soon--if so, you probably won't get back the money you'd invest in your '99. If you're going to keep it a long time though, then that's not really an issue you need to consider.
