Sport Mode Default?

I've noticed that the new ARC requires that the car be moving forward before sport mode can be engaged. Likewise, when shifting from M(anual) back to D(rive), the Sport mode must be engaged by the driver. Just wondering if Tech II allows the Sport mode to be made the default with shifting into regular mode the option.
