they do exist, not just on TV.
However, they cost an arm and a leg, and typically only get involved when an insurance claim hits policy limits and the plaintiff is looking for someone bigger to sue, lie a tire manufacturer (Explorers & Firestone).
FYI, Smithers Scientific in Akron Ohio do the work. E.I. Dupont used to have a laboratory full of tire experts, but that was more than 25 years ago.
From personal experience, it is really hard to tell what caused the failure after the point of shredding has been reached because of the continued input of mechanical forces and heat. The cause becomes obscured in the wreckage.
Here are some stats from NYDMV on Accidents with Vehicular Factors, 2001:
Category Tire Failure/Inadequate - 1215 total accidents, 0.4% of total; Severity Class of Accident - 9 fatal, 630 personal injury and 576 property damage. That may be why the local tire company does not mind providing road hazard coverage on tires! I agree that it is worth the money.
