First, my condolence on your troubles.
If I were in your driver`s seat, I would take the car to an emissions testing facility right away. If you have been blowing the oil through the engine, it most likely is not being fully burnt by the catalytic converter, so your emissions Hydrocarbons will be off the scale, even if you do not detect visible smoke from the tailpipe.
This would independently prove the loss of oil is in the engine, and give you cause to chase after SAAB on the emissions section of the warranty.
Additionally, if you go for the new engine, make sure that the exhaust system warranty covers replacement all the way to the back of the car. Remnants in the rear pipes may cause the emissions test to continually fail even after the engine is replaced.
If the engine block is bad at the casting house, there is no really efficient way for quality control to pick it up. I know as a metallurgist, this is certain - only field experience with the motor can prove it is reliable. I hope they send you engine back to Sweden for analysis, and use it to improve the process.
