How do I know whether I need new rotor or not ?

I bought a 2001 Certified Saab 9-5 Aero on June 18, 2004. The milage of the car was around 49,500 miles at that time. I received a copy of the Certification Process/Inspection. The sheet indicated there were still 60-70% of pads left.
I reported a problem of excessive brake noise (squeezing noise) to my Saab dealer several weeks later and the service rep told me the noise was caused by non-Saab brakes.
On Sept 17, I brought my car to another Saab dealer for warranty service and oil change. The milage of my car was around 54,000 miles. They told me the front brake pads and read brake pads of my car were 80% worn (20% left) and 70% worn (30% left) respectively.
This surprised me because it is impossible for me to use bring the pad from 70% left down to 20% left for a few months and I used it for around 5000 miles. I didn't do any hard-braking (even if I did, it was still impossible).
Now I need to replace the brake pads and I would like to know whether I can resurface the rotor or I need to install new rotor. How can I tell ?
Thanks.
