When the rotor is new, it's the same thickness all the way across the face of the rotor. The pads touch most, but not all, of the rotor surface. The pads don't touch the very edge of the rotor. As the rotor wears down, this leaves that little lip on the edge.
Since that lip does not touch the pad, it has no effect on braking. The Haynes manual recommends knocking it off with a scraper. I never bother. What it means is that if you measure rotor thickness, you need to get your micrometer over the lip. No big deal. I think it's more an aesthetic/neatness counts issue. It's not a performance issue. And with the new style, open alloy rims, more folks can see your rotors. Heck, if folks will pay to have their calipers painted because it looks cool, wouldn't they want their rotors to be detailed?
So if the rotor is thicker than the minimums, and the surface is in good shape, there is no need to replace it. I wouldn't leave it on if it's right AT the minimum, because they will continue to wear. But if you're 1 mm thicker than the min, you're OK.
I don't think the dealer is trying to rip you off. The argument about the lip is pretty darn weak, though. Most places resurface or replace rotors as a matter of course. One could argue that a fresh, glassy-flat rotor will a little better braking. From the dealer's standpoint, yes, it's more money in their pocket, and they aren't really BADLY hurting you. The dealer is erring on the safe side, but at your (considerable) expense.
