How to test vac. advance?

My 88t only gets slightly more than base boost (about mid yellow). It used to touch red consistently. Between hitting the red and only hitting mid-yellow, I rebuilt the distributor. I suspect that perhaps I did not attach the advance arm correctly. How can I test it?
By the way, thanks all, especially GREGD for advice on what appeared to be a headgasket failure but was just a combination of poor coolant bleeding and a deteriorated hose.
