Cruise Control light

My cruise is down on 91 900t. I did the wire voaltage test and though I seem to have 12 volts at pin 1 at stalk I have no light on dash. I did until I tested pins.. What is going on...This was all in aid of getting out of base boost mode. Need to have CC working to get full power..Then i got into the Knee bolster issue on removal, no bolts on mine,only torx screws inside bolster,impossible to get at..the hole gets deeper
