Tell your tire man (or his replacement) to break down to the bare rims. Put the rims on the balance machine and see if they require any weight at all to balance. If your rims are decent it will take zero or next to nothing to balance them when empty. If rims check then tires or drivetrain are the smoking gun.
A good tire should balance up with less than 1.5 oz. weights TOTAL. Sometimes you can help the situation (good tire guys know this trick) if you balance tire & rim, see what the machines says is needed, then remove tire and move 180 degrees relative to rim & rebalance. I have seen this turn a 3 oz. mount into a 1.75 oz. mounted pair. The old timers know this trick.
Tire non-uniformity resonate at RPM harmonics. A typical first harmonic occurs around 20-25 mph, you should feel it in your seat. The second harmonic is up around 60-65 mph, again somewhat depending on wheel RPM, so these vary with OD of the inflated tire. A good visual indication is to watch the balance machine; if you see radial runout more than 1mm the tire is not worth keeping & low runout correlates very well with smooth ride.
A problem in the 40-50mph range has always been explained to me as indicative of balance problems and/or drivetrain problems.
I am guessing your old tires/rims combo was smooth, is this so? If true you can surely point directly to the new tires.
With the quality of todays tires, anything which requires more than 1.75oz to balance, I would tell the dealer to remove & replace. I know I am always upset if it takes more than 1.5 oz. total per wheel.
