Ron,
You've got one of two problems.
When moving the yoke toward the outside of the car, see if it hits the rotor on the inside. If it does, obviously it cannot move outward any farther. If the outer pad still doesn't fit, it's probably a manufacturing tolerance issue with the pad - it's just too thick.
If the yoke stops before it hits the rotor on the inside, it's probably due to corrosion on the piston that moves with the yoke, or in the caliper body. The corrosion is preventing the piston from moving in as far as it should. Cure for this is to replace the caliper.
