is there any skewing of the top that might lead you to believe that one of the 2 hydraulic cylinders has an internal leak (fluid bypasses a seal inside so there is no visible 'leak')? If that appears OK and you have cycled the top a few time you should not see any bubbles in the hydraulic lines as the system (inspite of what the offical manual says) appears to be self-bleeding. About the fluid level - Full means that with the top up the fluid is at the lower mark on the reservoir and with the top down the fluid is at the upper mark. Overfilling, i.e., up to the filler neck, could cause problems with the system. One suggestion, that I have not tried, is to open the bypass valve in the trunk and run the pump a bit and watch the fluid lines. The top shouldn't move as the fluid is now in an open loop through the pump and reservoir - this may get any latent air out of the system - its worth a try. Barring that you might get a pressure gauge and fittings and check the output pressure of the pump. My problem was that the pump was pumping but not with enough umph which I traced to bad armature brushes. Without doing anything other than replacing the brushes my top went from not working to working! Good luck.
