Don't buy a turbo car if the turbo isn't working! And if it is working, let the car idle for about 5-10 minutes and see if the car starts to smoke out the rear tailpipe. If it smokes, the turbo seals are marginal to bad and the price of the car should be adjusted accordingly, downwards about $1000 for the price of a new turbo installed or you can do it yourself depending on whether you want to rebuild your turbo or slap in a rebuilt or used turbo. I put in a used turbo about 4 years ago for $315 or so and it still works over 40K later. Looking back on it it would have been a good time to put in a ceramic ball bearing hybrid turbo, but that was then and this is now.
