Firstly, the thermo sw. is located at the top of the radiator on the left side bank,(2 wires are attached) I'm not sure what the cut-in temp is for the sw. to activate.....
Second, to determine your thermostat operation, you would need to start the car when its cooled down and hang on to the top hose going from the engine to the radiator. The hose should stay at ambient temp until the thermostat opens..at this point you will notice the pipe get very hot quickly BUT it should cool down a little as the engine fills up with cool water from the radiator and the thermostat closes up again.
This should keep cycling like this if you have good cool air flowing thru the radiator. If you leave your A/C on during this test you will be able to feel the air from the fans cycle this warth as the water movement is controlled by the thermostat,(eg. thermostat open, hot water flowing, air from fans will be warm..when thermostat closes, water slows down thus fans will cool radiator, cool air will result).
With regard to your heater, the water is permanently accessable to your heater valve. When you rotate the heat control, you are mechanically opening and closing the valve to allow water into or bypass the heater core. The thermostat has NO bearing on water flow to the heater core.
My first SAAB was a '86 900 EMS... and I loved to constantly try to fix and tighten rattles (My 'almost ex'wife got upset big time..... she just doesn't understand!!!) and one of the first rattles I found was the metal rod which connects the heater knob to the valve was floating loose inside the console. Once it was re-attached the heater worked beautifully....I didn't really need it in the middle of summer though! Anyway, this rod easily detatches if the facia is removed and if your not aware of it at the time, you usually discover it when you really want that heat to work!!!!
To check if your heater valve is being exercised, you will need to remove the left hand speaker in the dash and you will see quite easliy where the heater pipes enter through the firewall and there should be a rod that should turn when you turn the heater knob.
If, after all that, the valve is being execised, you may have a blocked heater core. Generally, rather unusual these days if the car has been well maintained.

P.S. I ran my '93 900 with a new thermstat last week, I opened the heater fully, turned the A/C to MAX. The engine did NOT open the thermostat for 10 mins. Why? The A/C cooled the heater core effectively enough to keep temp down... That's a good test!
