1.)Dielectric cleaner would be the most properly suited, but you can also use something non-conductive like penetrating oil. Clean it without juice going into it and you can get away with just about anything as long as you let it dry before reconnecting it.
2.)Most likely but it probably will not affect anything either way
3.)Yes it's probably degraded over time and the sheath has fallen off (mid-80s 900?...'85 maybe?) not a bad idea to replace the length of wire or insulate it with something soon.
4.)There should be a direct ground wire to the block, as large a guage as possible and to the closest clean point on the block.
