The AC pulley spinning at all times is normal. That's it's job. I've had a water pump develop a squeek before, so don't rule that out. Oil found on the hood just above the AC pulley is common. If you have an oil leak somewhere along the transmission or engine block, that oil will find it's way on the pulley and belt system, then fly off at the point where it rounds the AC pulley. If you look, oil will more than likely also be found in other places near where belts make a turn along it's travels. If you find drips and spots on the ground where you frequently park, even if not a major oil leak, then that's a sure indication of why you're finding oil on the hood just above the belts.
