I had both these symptoms when the ABS pressure acummulater went south. The internal diaphragm springs a leak. See if you can get a good used one new ones are like $300. Others have suggested cleaning electrical contacts thoroughly first. Listen for the ABS pump cycling frequently. Should be like every 3rd hit of the pedal cycles the pump. If it cycles with each brake application, good chance it's that. the other thing to check is how much the reservoir level goes down when starting up following an overnite sit. If the level doesn't change very much, the diappragm is not pushing the fluid back (no stored pressure behind it).
