You can gain access to it by pulling back the rubber boot at the bottom of the steering column at the floor. I've cured 2 now by heating them with a hair blower, pouring motor oil on, then heating again. A little messy so put something under the car. Let 'er sit overnight and you should see (feel) a big improvement.
