Low clutch pedal is a Hydraulic problem. (Can cause shifting difficulties)
High clutch pedal could be a warn clutch disc. (will shift just fine)
To check for warn clutch disc, floor the throttle in a high gear and watch the tach. If the disc is slipping, the tach will go up without a cooresponding increase in speed.
