Is it upper or lower ctrl arm bushings you're changing? For the upper ones, you don't need to off load the ctrl arm by a spacer. It actually makes it worse if you do.
Just lift up the car so that wheel is off the ground and remove/install one bracket at the time. Use a pry bar or your hand to move ctrl arm into position for the bolts to take.
If doing the lower ctrl arm bushings.
The thickness of Saab spacer tool is 23mm (approx 15/16"). You can use anything that is flat and fits between the frame and ctrl arm. But make sure it's big enough to fit over the two different parts of sheet metal that the wheel housing is made up of.
I have seen several cars where the person before have no installed the spacer correctly and damaged the wheel housing.
