pipe. And the steel pipe inside that hose is for coolant, with an inlet coolant hose from heater hose and an outlet hose up to throttle body.
The coolant hose you describe always gets soaked by oil from the crank case ventilation (PCV) and gets "mushy". It might be time to replace that heater hose.
