If it's the battery light, it does mean the the voltage is low, but a new belt probably won't fix it. It's very likely that either the brushes on the voltage regulator have worn down to their service limit or the wire that connects the body of the alternator to the body of the car is marginal or broken.
If you have lots of miles on the original voltage regulator (the brushes are attached to it), I'd bet on the brushes.
The good news is that it's relatively cheap to get one from one of the site sponsors. DO NOT get one from NAPA - the echlin unit does not physically fit on an '88 (BTDT).
The not-entirely-bad news it that it can be placed with the alternator in the car. You need a very long, thin screwdriver (and a tolerance for grease on your arms) to access the 2 screws that hold the unit onto the back of the alternator. If you're lucky, you can access the screws without removing the oil filter.
