Bad Milage/Idle - 8V CIS, Non-Turbo (Long?)

Replaced the ball joints on an '85 900S and repacked the passenger C/V, but I can't get this car running just right.
1. The idle mix (3mm allen) was messed with before. I have yet to find a _good_ explaination of how to zero this back in w/o a CO sniffer. Can someone provide a good link to this info?
2. ** After warmed up, the idle seems low and "bounces" or surges between just above stalling and a nice sound/speed. (Might be a funct. of bad mix?). I increased the idle speed slightly and the surging went away, but the idle's now at about 900 rpm
3. The dash temp. gauge does not move (at all). Help?
I know the first response will be "check your vac. lines". I have already done this a couple times, but will do it again. Which ones specifically?
Also, what is the function/purpose of the valve/solenoid in the vertical position between the aux. air valve(warm- up) and the throttle body? Mine looks like a "T" and has three hoses connected: output from warm-up valve, input to engine side of throttle body, and one connected to the hose that is the input to the warm-up valve. How do I check this?
