Fritz, you said you got the fans to stop by pulling the G relay in the fusebox. If i'm not mistaken, THAT'S where your fan relay resides, not on the inner driver's side fender.

I am pretty sure the cooling fan relay was moved to the fusebox starting somewhere around the LH 2.4 days (1988-89). I'm sure my Mom's 1990 900 has it there, not by the driver's side headlight clipped to inner fender (as in my 1984 900S). Am I wrong?

Fritz, your "spring loaded solinoid driven flap" IS the top piece. Above that flap is only the engine hood (with grille above flap hole) and hood's rubber gasket where underside of hood meets flap box. It's the fresh air intake for cabin ventilation.
