Dyno Emissions Testing - not enough flow?

Car: 1985 900 8-valve
I've been having a nightmare trying to get my 900 inspected here in Houston. We have dyno-based emissions testing here - and the first place I went to wouldn't test it because their instructions for their machine required them to put the parking brake on during the test. The 85's have the parking brake stop the driving wheels, so they said they refused to test the car citing safety reasons.
The next place, as I was waiting, failed a 2001 and a 1998 car. Looked like an out-of-calibration system to me, so I drove away without being tested.
Then today was the coup de grace. Has anyone else failed an emissions test because they didn't have enough flow of exhaust? It would seem if the system was testing parts per million, it wouldn't matter how much flow there was, since it is a percentage of whatever it gets. Regardless, my car could not be tested due to this (the machine just shut down and refused to do the test, so it wasn't the tech's decision) so I have to figure out a way to get more exhaust out of my car! Typical.
I will try someplace else before I go completely crazy with this, but so far I cannot find any exhaust leaks. The car hasn't exhibited any of the usual behaviors attributed to a clogged cat as it runs great, accelerates fine (as fine as an 8v can), and idles at 900 rpm without a problem. I'm guessing that this is not a problem for most folks, but does anyone else have any ideas? Are the flow rates for the car published anywhere?
Trying to get my car to pollute more...
