Actually, I would have no qualms about moving to Schulenberg except it is a heck of a commute! ;o)
And I have to admit, the thought about registering the car in another county did occur to me...but I'd still like to find out the problem...
I'm beginning to wonder if the shop just blew it - at idle, the car is pushing what anyone would consider a normal amount of exhaust out the pipe (I've had cars with exhaust leaks and with clogged cats and those vehicles pushed much less exhaust than my 900 does at idle). Perhaps there's something that is broken that allows exhaust to be diverted at the pressures of highway speeds.
As for ootpek's note, I made sure they knew the front wheels were braked, and therefore they needed to keep the handbrake off. They were able to get the car to highway speeds, the machine just said the car wasn't putting out enough exhaust. Weird.
