Question for Metal Workers ...effective cutting method?

I've been debating about how I want to fix the rust hole in my 88 SPG floorpan, and it seems I've happened on potential donor cars ... the question is how to get a new floor pan welded in safely while minimizing cost ...
I'd like to use an oxy-acetylene torch to cut the floorpan out, however this would require me purchasing a torch, or hiring someone to do the work for me. Will a reciprocating saw be effective at cutting out the floor pan?? Once cut out I'll definitely have to hire someone to weld the new floorpan in, who should I have do the work? I've considered calling a local welders school for suggestions, any better ideas?
