As always, the most important thing is to find the problem instead of trowing parts at the car and hoping for to solve the problem.
Her 91 900 (if not modified) only have one of the two cooling fans running over the switch in upper left of radiator. So if that fan is dead, the car will over heat when standing still (or in stop and go traffic).
If your sister is not mechanically skilled in any way, or have someone close by with knowledge, all fault tracing is gonna be difficult, and a visit to the nearest Saab shop would probably be the best way to go.
If you put a jumper wire over the two fan switch wires and turn on the ignition, the cooling fan should have power. If no power, the fuses and relays have to be checked.
It could very well be that the cooling fan is so bad that it have blown the fuse, and in that case, a new fuse is not gonna solve the problem. But a fan will.
All this things takes less than an hour for a Saab shop to check. The repair might take a little bit longer depending on what the problem turns out to be.
