At least the left hand fan should go on and avoid overheating.
There are at least two circuits/fuses involved and a few relays, anyone of which could be bad or shorted or somesuch. I just went through an issue with my 87...turned out the thermoswitch in the upper radiator hose was shorting a terminal to the hood bracket (my bad...terminals straight up instead of 0900 or 1500). The problem stumped a VERY good mechanic at one of the premier Saab shops in the DC/MD/VA area. I found it only by luck and elimination of things that I shouldn't have had to eliminate.
You'll (or her) will need an electrical wiring diagram and some patience.
