Even if you think it's slightly out of your price range it never hurts to go look at the car. Give it a thorough inspection. Check out cars.com for advice on what to look for (they have a basic used car check list). Then figure out how much it would cost to actually make the car match the KBB, then based on that adjust your offer. Even then the offer you make is affected by how urgent the seller needs to get rid of it (gotta love moving sales) and how pressed you are for a car. Walking away is always a great bargaining tool. When you ultimately make an offer, if it's too low just be honest. You can't ever be faulted for saying "I'd love to own this car, but right now $XXXX is really all I can offer you for it".
Morale of the story, you never know if it's a lemon until you go look at it, and everything is negociable.
