The grounds for the instrument panel may be just in front of the shifter in between the seats.

As for the hestitation, I had a nagging problem on the last Saab in the summer, under load, between 2200 and 2700 RPM. We went through all the things: plugs, wires, distributor, fuel filter, pump, CIS distributor, even the pressure transducer, or whatever that thing is over the rear axle. It was so bad that you couldn't drive with the AC at all, and driving in the months of June through August in Canada was almost impossible, definately irritating.

The car's gone now, poor thing, but the next thing might have been to clean and replace the fuel lines. It turns out some types of gasoline will cause the coating on the inside of the tank to corrode, clogging the lines. Try some fuel cleaner and see if it makes a difference.
