That's just a 16-valve thing.
If the rotor has been glued on, as they sometimes are to keep them from coming off the shaft, you have to crush the rotor base with a vicegrips. Gotta have a spare one on hand if you do that, of course :-)
If you're luck, you can gently pry the rotor off with a screwdriver.
I've generally found that, if there are lots and lots of pits and carbon along the conductive edge of the rotor, it's time to send it to the happy sparking ground and give a new one a chance to show you what it can do.
Sometimes you'll also get a deep oxide strip on the distributor cap pins (where the rotor sparks to). Maybe the water had an effect on the conductivity of the pin.
With any crack in the cap, you'll want to replace it. Depending on the orientation of the crack, there could be some crud in there that's just conductive enough to take the spark for eny of the cylinders to ground.
In any event, you'll want to fix the problem before you drive any further. The unburned gas from that one cylinder can cause a fire in the catalytic converter. A couple of board contributors have lost cars to cat-caused conflegrations.
