Good to see that you caught it soon. Now, the *typical* person would say, its not too bad now, so I will just get to it when the rust gets worse...aka EATS MORE METAL.
Now depending on your level of DIY, and desired level of quality, you can do it yourself. This would require breaking the bubble of rust, and then using a good brand name rust inhibitor etc on the area. Next, priming metal area, then paint. If it is no larger than a quarter, and not smack in the middle of the hood, it would not be too noticable if you got the OEM matched paint to your color.
If you have a large area, or desire it to me perfect, then a body shop would be needed, as well as painting the entire hood.
