Maybe it's really 2 or 300K.
Easy as homemade sin to change out an instrument cluster and virtually undetectable. At this point you'll have to check out the condition of the car and go on that.
For 3K it needs a clean no crack dash IMHO, no corrosion (look under the seats and see if it's been flooded), look under the carpet/padding for corrosion, thoroughly inspect the underside of the car and look at typical corrosion sites like the right front lower arm mounts and rear wheel wells at the rear. Look at the fuel pump/fuel filter area and see if the fuel filter has ever been changed or is it a rusty horror.
Look at the clutch pedal master cylinder yoke at the pedal...is the hole elongated, indicating wear >>100K (or maybe extensive city stop and go work). Look for oil leaks...did the guy recently change the oil or have the car/engine steam cleaned and the thing is just sitting or is there a lot of oil/crud gunked up?
How are all the rubber bits...hoses, v-belts, etc? They're easily replaceable, but their condition may indicate how the car was taken care of.
And get the service records.
