Low fuel pressure might make the solenoid chatter if it makes the car knock from running really lean. Otherwise, it will generally be things like non-OEM spark plug wires, bad knock sensor, or bad pressure sensor (not to mention a bad APC controller) that make it chatter.
If the APC solenoid is chattering at idle, it's probably not a fuel pressure issue.
